Board of Director Candidates
As a member-based organization, HUB Cycling is accountable to its members and is governed by a Board of Directors elected by the membership.
Through the course of the year, the HUB Cycling Board of Directors has received applications for directors from across British Columbia. All candidates are HUB members in good standing and have been approved by the HUB board to run as directors.
This year the Board of Directors voted to recommend a select number of candidates who best meet the identified gaps in HUB's leadership (more details on the recommended candidate selection process can be found here).

I’m an avid cyclist with over thirty years of marketing, research and strategic planning experience for a wide variety of for-profit and non-profit organizations. I’ve been on HUB Cycling’s Board of Directors for four years now and as President for the past few months. In my two terms, I’ve co-chaired/chaired two committees, helped replace two Executive Directors, participated in our Strategic Plan Working Group and held the role of Vice President for two years, while also providing my marketing expertise to the organization. And yet, there are many more opportunities I want to see through.
I believe cycling can make a huge difference in people’s lives and should be accessible to everyone, especially those underrepresented in our communities. I hope to continue using my skills, experience and commitment to promote the benefits of cycling for health and climate change, remove the barriers to bike ownership, and increase the use of bikes through safer infrastructure for all. To make that happen, I’m asking for your vote. Thank you!
Alex Buhler

I’m a soon-to-retire CTO and former CIO at Mountain Equipment Co-op, with a career spanning technology leadership, strategy, cybersecurity, digital transformation, risk management, and organizational change. I have served on several nonprofit and professional association boards, including 18 years with the CIO Association of Canada, and bring a collaborative, governance-focused approach to board service.
My passion for cycling is both practical and personal. I’m a commuter cyclist of more than 20 years, and a lifelong recreational cyclist across Metro Vancouver, Canada, and abroad. These experiences have given me a clear understanding of infrastructure, safety, confidence, and accessibility barriers, as well as opportunities for improvement.
While at MEC, I supported cycling advocacy and built relationships with municipalities and TransLink that could help HUB strengthen partnerships and secure resources for safer, more connected cycling infrastructure.
I’m an immigrant from Mexico living on the North Shore, and I bring a strong commitment to inclusion. My daughter used a wheelchair and participated in several adaptive sports, and I supported the groups that organized those activities. My motivation for joining HUB’s Board is to help improve cycling infrastructure and safety for people of all ages and abilities, including people with disabilities.
Joshua Pablo

Metro Vancouver has seen a promising surge in cycling and micro-mobility participation. Being passionate about livability, affordability, and safety in our region, Joshua Pablo aims to join HUB Cycling Board to continue the great work that HUB has offered our region, such as expanding cycling infrastructure and services, educating the public on cycling's benefits, and supporting initiatives that can make commuting safer for all. Joshua is a long-time resident of New Westminster and has been active in several Local HUB Committees since 2025.
Noel Dolotallas

Hello, my name is Noel Dolotallas. I am a Vancouver-based entrepreneur, inventor, and marketing executive with more than 20 years of experience helping organizations grow through strategic planning, product innovation, and business development. Throughout my career, I have helped scale early-stage companies, led cross-functional teams, and brought innovative products to market, including founding Aenomaly, where I invented and patented the award-winning SwitchGrade bicycle saddle angle adjuster.
Cycling has been a defining part of my life - not only as a sport and recreation, but as a means of connecting with people and communities. I believe bicycles have the power to improve health, reduce congestion, and create more livable, inclusive cities.
I am interested in serving on HUB's Board where I would apply my experience as a former executive in the transportation engineering sector, towards issues spanning strategy, governance, marketing, partnerships, and innovation to help advance cycling across Metro Vancouver. I value collaborative leadership, thoughtful decision-making, and bringing people together around a common purpose. I would be honoured to contribute to HUB's continued growth and its mission to make cycling a safe, accessible, and enjoyable transportation choice for everyone.
Ray Ferlin

Rinaldo Ferlin is a seasoned entrepreneur, academic instructor, and elite cycling veteran with over two decades of leadership spanning international business, sports management, and community advocacy. Combining high-level corporate strategy with a lifelong passion for cycling culture, Rinaldo brings a unique, multidisciplinary perspective to the governance and expansion of urban cycling initiatives. As an MBA graduate and a current Doctor of International Business candidate, Rinaldo actively bridges the gap between commercial strategy and community impact. He serves as a business instructor at the collegiate level, drawing from his extensive experience as a multi-company corporate owner. His strategic expertise encompasses corporate finance, risk management, international supply chains, and business law—core competencies that align seamlessly with non-profit governance, fiduciary oversight, and organizational growth.
Rinaldo’s connection to the cycling world is both deep and diverse, spanning grassroots community work to elite international competition. A former professional BMX Freestyle athlete and a certified mountain bike coach, he has spent decades advancing the sport. His administrative leadership includes serving as a Director for the Cycling Federation in Brazil for over six years, as well as managing a professional Mountain Bike Downhill Team for 12 yeas. This extensive background gives him an intricate understanding of sports governance, athlete development, and stakeholder relations. Currently operating within British Columbia’s vibrant cycling ecosystem, Rinaldo is a fierce advocate for cycling as a vital, sustainable mode of urban transportation. His hands-on commitment to local ridership and mechanical excellence was highly recognized when his business was named the proud recipient of the 2026 HUB Cycling Best Bike Shop Award.
Driven by a vision of safer, more accessible, and interconnected urban infrastructure, Rinaldo is eager to leverage his executive leadership, financial acumen, and global cycling network to support HUB Cycling’s mission on the Board of Directors.
Sarah Bradley

I moved to Vancouver largely for its active, outdoors-oriented lifestyle and progressive politics (compared to Toronto at the time). As someone who genuinely loves to bike, I am keen to help make cycling (in all its forms) a convenient, healthy, and joyful way for residents to move through their communities.
I bring seven years of experience in public and interest holder engagement consulting, specializing in synthesizing information about municipal/regional/provincial matters, facilitating generative conversations, and communicating with a breadth of audiences. I am certified in IAP2: Foundations in Public Participation and have co-presented at three IAP2 conferences since 2022. I understand the importance of cultural competence in cycling advocacy and work to identify whose perspectives may be missing or unheard.
In my previous role as Communications Manager at Cycle Toronto, I developed advocacy materials to reach audiences including members, elected officials, community partners, and the broader public. I am excited to bring this experience to HUB as it continues expanding its reach and impact.
As a fluent French speaker, Spanish learner, and yoga teacher, I also bring a commitment to inclusive, trauma-sensitive communication. I would be thrilled to contribute my advocacy, communications, and facilitation skills to HUB’s Board and to lend positive energy (grounded in the reality that cycling advocacy requires patience and resilience!) to HUB’s staff team.
