2025 Candidate Profiles
As a member-based organization, HUB Cycling is accountable to its members and is governed by a Board of Directors elected by the membership.
Through the course of 2025, the HUB Cycling Board of Directors has received applications for directors from across British Columbia. All candidates are HUB members in good standing and have been approved by the HUB board to run as directors.
This year the Board of Directors voted to recommend a select number of candidates who best meet the identified gaps in HUB's leadership (more details on the recommended candidate selection process below).
Candidates who are incumbents and those who are recommended by the Board of Directors are indicated.

Anne Murray

I’ve been a HUB Cycling Board Director since 2023 and I’m keen to continue. I’ve served on HUB’s Board Development Committee, Strategic Planning Working Group, Executive Director Search Committee, and a staff committee focused on diversity. This experience--combined with my decades of executive leadership—enables me to provide strategic guidance and oversight to help HUB get more people cycling, more often.
I love to bike for fun, commuting, and travel and want to ensure these opportunities are available and comfortable for all. My Vice President responsibilities at Vancouver Airport Authority (YVR) spanned diverse areas including marketing, community, environment, government advocacy and first nation relations over 20 years. I have served as board director on the indigenous-focused YVR Art Foundation, Georgia Strait Alliance and Richmond Hospital Foundation and have my Institute of Corporate Directors ICD.D designation, Canada’s highest board governance credential. Since retiring in 2020, I provide strategic advisory services in tourism, aviation, governance and to indigenous organizations. I’ve been an active HUB member for decades and have mentored refugees and new immigrants through HUB’s newcomer program. I would be honored to bring my optimistic, ethical leadership; sound judgement; and personal commitment to the HUB Board.
Antonio Arciniega

I’m a retired Professional Engineer (P.Eng) and Chartered Professional Accountant (CPA, CMA). Throughout my career, I've served in multiple C-Suite positions, including several years with a company in the global health and fitness market. I have nearly twenty years of board-level exposure, both as an executive team member and as a board member myself.
Born in Lima, Peru, I moved to Vancouver in 1989. My passion for cycling runs deep and spans every discipline: road, gravel, commuter, and mountain biking. For 15 years, I commuted by bike 2 to 3 days per week between Tsawwassen and Richmond, Kitsilano, and South Surrey. These experiences have given me intimate knowledge of the cycling infrastructure challenges and opportunities throughout Metro Vancouver.
I have cycled in the world's most bike-friendly cities, including Amsterdam, Copenhagen, Paris, Barcelona, and Berlin, among others. These travels have shown me what's possible when cities prioritize cycling infrastructure and culture, and I firmly believe Vancouver has the potential to join the ranks of these cycling capitals.
If elected as Director, I will bring the same passion and enthusiasm I have for cycling to my board responsibilities, combined with the governance experience and strategic thinking that have defined my professional career.
Esther Holubowich

I am currently serving my second year as a Director on the Board of HUB. Since I joined the Board in 2023, I have been acting as Board Treasurer, and would be honored to continue in that role if re-elected. I have a background of over 30 years in accounting, both in Public and Private industry. Since 1990, I have commuted to work either by bike, walking or public transit. I have always been grateful for any safe biking infrastructure available to me. After living in Kelowna and on Vancouver Island, Vancouver's routes are the best I have used, but we still have a long way to go to ensure safety and accessibility for everyone who wants to ride a bike.
Gabriela Favaron

I’m Gabriela, a Brazilian-born immigrant, engineer, and passionate cyclist who truly believes bikes have the power to bring people and communities together. Over the past decade, I’ve worked across Brazil, the U.S., Latin America, Europe, and Canada in renewable energy and sustainable transportation. Today, as Director of Infrastructure at 7Gen, I help build the infrastructure and transportation networks that support the medium and heavy-duty industry in Canada’s shift toward cleaner, greener mobility.
I’ve always loved getting involved with nonprofit groups like AIESEC and IEEE. Currently, I’m proud to be an active member of ElectroMobility Canada, Women in EV, and technical review groups in my professional space. I believe sustainable transportation is a complex puzzle best solved through collaboration across sectors like transportation, buildings, and micromobility. Supporting electric mobility and creating inclusive opportunities is close to my heart.
When I’m not working, you’ll find me gravel riding, bikepacking, or spending time with local bike shops and community cycling groups here in Vancouver. I’m excited about the chance to bring my experience and passion to HUB Cycling’s Board to help make cycling safer, more welcoming, and accessible to everyone.
Joshua Pablo

As an involved member of my community, you'll find me regularly supporting events & initiatives that make our region more lively and enjoyable. I am looking to support initiatives within our province, through this HUB Cycling role, such that we improve safety and strengthen the cycling community by promoting the reach of HUB's cycling education programs/events and helping drive municipal or legislative changes. I'd like my event experience to allow HUB Cycling's annual events achieve continued growth and reach, while offering support to initiatives that encourage people to choose riding a bike instead of their vehicle more regularly.
Through previous memberships within Advisory Committees for City of New Westminster, I'm suitable and prepared to represent HUB members to advocate on your behalf for meaningful changes towards thoughtful planning, critical maintenance routines, and wise infrastructure decisions. My feelings around Quality of Life and Livability around our region means that I strongly believe our cities are enhanced by our people - not our cars. Join me on this worthwhile mission through your support at this year's AGM. I am a New Westminster resident, use transit daily for my software development role, and am proud to be your next HUB Board member and advocate.
Luke Gillies

I’m not a cyclist, yet I ride a bike. Riding doesn’t have to require special clothing or the best bike, but for most people (including me), it requires safety and convenience. I’m here to represent regular people who want a better option to get around BC. Cycling should be open to people of all ages, backgrounds, and abilities. Cycling should provide a transportation option that is cheap, fun and above all safe for everyone.
I’m Luke Gillies, and I believe in active transportation for everyone. I’m a professional civil engineer with over 15 years of working for and adjacent to all levels of government in this field. After 2 great years, it would be a privilege to return as a Board Member for HUB Cycling.
Professionally, I’ve delivered a wide range of municipal projects, many with bikes in mind and have overseen the maintenance and operations of bicycle infrastructure. I’ve advocated the benefits of bike infrastructure to a wide range of interested parties. Academically, I‘ve also researched the outcomes of different types of cycling infrastructure. I understand what it takes to design, fund, and build good bike infrastructure. Vote for me to give everyone the chance to ride safely.
Matthew Cusanelli

Matthew is a Masters of Community Planning candidate with a keen interest in sustainable transportation and a deep rooted passion for cycling. He intends to continue to study multi-modal transportation and wishes to help present cycling as an essential vehicle-replacement in complete communities - whether it be for health benefits, reduced travel time, or ability to better engage, even for a fleeting moment, with those in his community.
He has served municipalities in the Streets and Traffic Operations department and can provide insight into the feasibility and timeline of cycling enhancements in the built environment. As an employee of a local bike shop, Matthew has had the privilege of engaging with a wealth of cycling-oriented people and feels compelled to be a part of the board to share the valuable perspectives of people in his community and be a representative for the younger generation. Matthew has forayed into his planning career as a public servant, and is positioned to facilitate strategic engagement with various levels of government. Perhaps most importantly, Matthew is endlessly grateful to have the privilege of riding his bicycle everyday and is devoted to making the cycling experience safe, fun, and more accessible to everyone.
Robert Paddon

I have been actively cycling since 2018 for commuting and recreational purposes. I am currently a member of the HUB Surrey committee and have organized a group ride and been a ride leader on numerous occasions. As a rider in the City of Surrey, I have submitted over 500 requests to get items such as potholes, debris in bike lanes, low hanging tree branches, graffiti, illegal dumping, etc. dealt with. I now live in the City of Abbotsford and make my request here to get items fixed for the cycling community.
I have been a mechanic, service manager, Occupational Health and Safety (OHS) Coordinator and OHS Instructor and curriculum developer in my many careers. I am a part-time HUB Instructor. I am now semi-retired (thus the reason for the move to Abbotsford). I have served on international, regional and local boards for my many years, filling in a number of roles and responsibilities. I always follow the motto: leave the organization better than you found it. I believe in continuous improvement.
Stuart Nash

I'm a civil engineer and team manager, working for Engineers and Geoscientists BC, BC's regulatory body for engineering and geoscience. At work I focus on programs that help protect the public and ensure high standards of practice from our province's engineering and geoscience professionals. My background also includes 10 years designing municipal infrastructure; these roles have given me lots of practical experience on understanding local government policy and using data to drive decision-making. I'm passionate about cycling for both transportation and recreation - you'll often find me and my partner cruising along the BC Parkway or seawall, on our way to the beach or one of our fine craft breweries.
I truly believe that cycling plays a key role in building a healthier, sustainable Metro Vancouver. My motivation for joining the board is to give back to the cycling community and help advance cycling policy in our region that will keep cycling accessible and safe for all. I bring a mix of technical know-how, policy insight, and enthusiasm for building a bike-friendly region.
Recommended Candidates Process
This year, the HUB Cycling Board of Directors, guided by the Board Development Committee (BDC), created a Board Composition Matrix to identify gaps in their current leadership. Using this matrix, the Board is targeting their recruitment efforts to fill these gaps among candidates from across British Columbia, with an emphasis on areas outside Metro Vancouver.
For 2025, the Board is seeking applicants who better reflect the communities HUB Cycling serve.
This year, the Board is particularly focused on the following:
- geographic representation outside Metro Vancouver
- legal, governance, finance/accounting or engineering experience
- people facing social, physical, mental, cultural and/or financial barriers to cycling
The Board also deemed it crucial to retain the HUB knowledge and experience of incumbent candidates.
The BDC will review all applicants against these criteria and recommend the candidates who best met the identified needs. Although a select number of candidates will be recommended, HUB members will ultimately vote for those they believe will best meet the organization's needs.
